2021年党中央民族工作会议提出了党关于加强和改进民族工作的重要思想(简称“十二条”),“十二条”是新时代党的民族工作理论和实践的智慧结晶，深入分析“十二条”所具有的理论价值能够更好地领悟党的民族工作所处于的历史方位、承担的重要任务、坚持的工作主线、坚守的制度保障和工作实现方式等一系列基本问题。“十二条”在认识多民族基本国情、坚持走中国特色解决民族问题正确道路和创新民族工作实践方面，继承和发展了党的民族工作理论。“十二条”坚持用中国化马克思主义民族基本原理看待中国民族问题，在民族政策和民族工作方针上提出了一系列新观点，实现了对中国化马克思主义民族理论的新发展。“十二条”的重要理论价值是形成了铸牢中华民族共同体意识的理论体系，它所系统阐发的铸牢中华民族共同体意识的内涵、路径和现实意义问题，能够有力地拓展新时代党的民族工作实践。

At the 2021 Communist Party of China's Central Committee Ethnic Work Conference,the party's important thoughts on strengthening and improving ethnic work( referred to as the“Twelve Articles”) has been put together. The“Twelve Articles” not only are the intellectual crystallization of the Party's theory and practice of ethnic policy,but also the fundamental observance of the party's ethnic work in the new era. A scientific analysis of the theoretical value of the “Twelve Articles”will help us better answer a series of fundamental questions concerning the historical position,important task,main methodologies,institutional guarantee,and implementation modes of the party's ethnic work.The “Twelve Articles”have inherited and developed the Party's theory of ethnic work and formed a new theoretical cognition that is based on the basic national conditions of multi-ethnic groups,ethnic policies with Chinese characteristics,and practical solutions for major problems in ethnic work. The “Twelve Articles”have insisted on and developed Marxist ethnic theory,adapted to the Chinese context. Taking the questions,such as what are ethnic groups and the main ethnic questions,how to understand China's ethnic groups and their major issues,and how to solve these ethnic questions in China as a logic system,Marxist ethnic theory adapted to the Chinese context has come up with a series of ethnic theoretical viewpoints which are not only in line with Marxism-Leninism,but also have assumed characteristics of the Chinese nation, allowing them to solve the ethnic questions of China.The “Twelve Articles”has adhered to and expanded the notion of forging a sense of community for the Chinese nation. In the “Twelve Articles”,constructing a sense of community for the Chinese nation has become the main line and program of ethnic work. This shows that “forging a sense of community for the Chinese nation ” is not just a simple formula; indeed,it has formed a system of thought on “forging a sense of community for the Chinese nation． ”The “Twelve Articles ”pointed out the historical,theoretical,and practical paths of developing a sense of community for the Chinese nation; they also displayed that the practical meaning of this theoretical system is to construct a sense of community for the Chinese nation. Moreover,the “Twelve Articles”identified the significant value of forging a sense of community of the Chinese nation for all ethnic peoples,the Chinese nation itself,ethnic relations,and the Party's ethnic policies.In short,the “Twelve Articles”systematically demonstrated the connotations,paths,and great significance of forging a sense of community for the Chinese nation,and they enriched the theoretical explorations of the Communist Party of China on the community of the Chinese nation. These important thoughts are an important part and innovative achievement of the Party's ethnic work theory in the new era.
