面向少数民族的宣传动员是抗战动员体系的重要组成部分。中国共产党对少数民族的宣传动员不仅是一场卓有成效的战时政治传播实践,更是一次深刻的国家认同构建工程。在面对少数民族语言隔阂、文化迥异等复杂情形下,中国共产党如何巩固抗日民族统一战线的社会基础,塑造少数民族群众的政治认同与国家观念,是一个需要深入探究的重要问题。通过细读中国共产党在这一时期的政策文本,梳理和研究党的宣传动员工作的历史实践,发现在抗日战争时期,党通过灵活的宣传动员机制,构建起从大众到个体的媒介制度网络,又以革命主张的民族化叙事唤醒抗战意识,并通过中华民族符号统合增强认同,形成了“媒介制度创新-抗战话语生产-国家认同建构”的宣传动员机制,呈现出鲜明的文化适应性特征。这些举措不仅有效凝聚了少数民族抗战力量,巩固了抗日民族统一战线,为抗战胜利奠定坚实基础,也对当前铸牢中华民族共同体意识,推进民族团结和民族地区现代化建设具有重要启发意义。
Abstract:The publicity and mobilization efforts towards ethnic minorities during the War of Resistance Against Japanese Aggression(1931-1945) can be regarded as an early paradigmatic practice of " media governance" by the Communist Party of China(CPC).A deeper investigation of this historical process not only offers a new way of understanding the complexity of mass mobilization and the Party's ethnic policy during this wartime period,but also provides important referential value for consolidating the consciousness of the Chinese national community and advancing governance modernization in ethnic minority areas today.The CPC's mobilization practices in ethnic regions exhibit distinct features:First,in terms of media systems,the Party adopted highly flexible strategies infused with local wisdom.In response to the unique social context and media ecology of ethnic areas,the Party creatively shifted its focus to exploring and transforming informal and traditional media channels.This ensured the Party's message could reach frontier minority-inhabited regions with minimal cognitive barriers and maximum cultural affinity,achieving deep integration between information dissemination channels and local social structures as well as cultural practices.Second,when it comes to discourse production,the Party' s publicity content achieved a creative translation and organic integration of communist revolutionary discourse with local knowledge systems and cultural symbols.Abstract revolutionary theories were translated into localized narrative styles that resonated with ethnic communities,significantly enhancing the explanatory impact,appeal,and mobilizing force of the publicity discourse.Finally,in the matter of identity construction,the CPC broke off the shackles of feudal identity through classbased mobilization,creating space for the cultivation of national identity,while national identity endowed class mobilization with grand objectives and emotional belonging transcending narrow parochial interests.This strategy coalesced the broadest possible support from ethnic populations under the banner of the Party's Anti-Japanese National United Front,forming a publicity-mobilization network that evolved from media innovation to discursive resonance and ultimately to identity construction.In summary,a retrospective glance at the Party's publicity and mobilization practices among ethnic minorities yields three insights of contemporary relevance:First,it is imperative to uphold the Party's comprehensive leadership over ethnic publicity work.Going forward,institutional and systemic improvements in publicity initiatives in ethnic areas should be further improved to ensure that the Party's voice is transmitted in a timely,accurate,and comprehensive manner to every ethnic region.Second,innovations in the methods and approaches of publicity in ethnic areas are essential.Future efforts should deeply study the changes in the communication ecology of minority regions under the new media environment,adhering to the unity of technological adaptability and cultural proximity.By integrating traditional and new media platforms,one should grasp the right timing,intensity,and effectiveness of communication,advancing an integrated management of news publicity and online public opinion in ethnic minority areas.Third,it is necessary to differentiate the mechanisms of "publicity and mobilization," distinguishing between "instrumental mobilization" and "value mobilization".In the process of publicity and mobilization in ethnic areas,instrumental practices such as skill training and policy interpretation should be utilized to lay a foundation,and gradually realize a sublimation to value-oriented goals such as identification with the Chinese nation,ultimately achieving identity construction from behavioral coordination to emotional resonance.
